Statement for Nevada and Insights from San Francisco

Nevada is at a crossroads, grappling with high recidivism rates, mounting correctional costs, and an escalating homelessness crisis. At the heart of these challenges lies a shared root cause: untreated neurodiversity. Inspired by the success of innovative frameworks in San Francisco, we propose NDOC.ai and TMC.ai as groundbreaking conceptual solutions tailored to Nevada’s unique needs. When developed, these AI-driven systems will target neurodiversity at its core, breaking cycles of criminal behavior, fostering rehabilitation, and addressing homelessness.

AIC Nevada: A Comprehensive Approach to Correcting Criminal Behavior

Jailing the Homeless This is an article written by Leah Wang and distributed by the Prison Policy Initiative Updates of Northampton, Mass., on February 11, 2025.

High-Level Overview of Challenges and Solutions

Challenges

  • Undiagnosed Neurodiversity: Conditions like ADHD and learning disabilities often go unrecognized, driving maladaptive behaviors and societal exclusion.
  • Cycle of Recidivism: Nearly half of Nevada's offenders return to the justice system within three years, highlighting inefficiencies in traditional rehabilitation methods and ongoing public safety concerns.
  • Homelessness Link: Neurodiverse individuals face systemic barriers that disproportionately affect them, creating overlapping crises of homelessness and incarceration.

Fair and Equal Justice Under the Law

A significant portion of Nevada’s incarcerated population struggles with undiagnosed cognitive deficits, which are rooted in brain structural abnormalities. These unseen impairments contribute to high recidivism rates, substance abuse, and prolonged incarceration. Without proper identification and treatment, individuals with these cognitive challenges are repeatedly funneled through a system designed to punish behavior rather than address its root causes.

These documents delve into the extent of this hidden crisis and introduce AI-driven solutions designed to revolutionize rehabilitation, reduce crime, and establish Nevada as a pioneer in intelligent criminal justice reform.

I have prepared two key documents that explore The Hidden Crisis in Our Prisons: An Executive Summary for a quick overview and a Comprehensive Report for an in-depth analysis. Read on to uncover the realities behind this crisis and the transformative solutions we propose.

Fetal Alcohol Spectrum Disorders (FASD) and Neurodiversity (ND) in the NDOC

Fetal Alcohol Spectrum Disorders (FASD) and neurodiversity play a significant role in shaping the experiences and challenges faced by individuals within the Nevada Department of Corrections (NDOC). This page explores how these conditions contribute to criminal behavior, highlights the importance of early identification, and emphasizes the potential for tailored interventions to foster rehabilitation and reduce recidivism. Understanding and addressing FASD and neurodiversity are critical to creating a more effective and compassionate corrections system.  Read More
